Hmmmm. Interesting.

[Excerpt]

Breaking: Arizona Voters to SB 1070 Architect: Papers, Please: Senate President Pearce Has Been Recalled

Mark down July 8th as a day history was made in Arizona.

In a swift affirmation of Arizona’s fast growing and powerful new political movement, Secretary of State Ken Bennett notified Gov. 1. A clarification -- he faces a recall election. He will only be recalled if and when he loses that election.

Here in Wisconsin, we've received quite an education about recalls in recent months.

  2. Are you sure? I haven't been able to nail that down. It sounds like he has been recalled, but has the right to RUN again in the recall election. Maybe AZ recalls are different? I couldn't figure it out for sure.

  3. I'm pretty sure. This website is a good primer of recall rules in all of the states that allow them:

Notice that the site, in the Use of the Recall section, distinguishes between those who "were recalled" and those who "survived a recall election"; also note that "In 1988, Arizona voters filed enough signatures to trigger a recall election for Governor Evan Mecham, but he was impeached by the state's House of Representatives before the date of the scheduled recall election."

I have found no reference to Evan Mecham having been recalled, even though the petitions were filed and a recall election scheduled. So, even in Arizona, I believe the official is only recalled once they lose the recall election. The press, however, has not always done its research and has used the term "recall" incorrectly (this happened in Wisconsin also).
