As well he should. Why is it that members of the Bush Administration seem to think that they're exempt from the law? If Congress compels you to appear before them, you shouldn't just be able to say, "nahhh." You go, and if you think you're within your rights not to testify, then you give your reasons. You don't get to pick and choose what laws apply to you.
