Where Does Bush Rank?

Well, they gave him a higher score than I would have. These historians thought that George W. Bush sought justice? With an administration that I would like to see brought to justice, I have a wee bit of a problem with that. Still, The Decider ranks below Herbert Hoover. That's something, I guess.
