It's confounding to try figuring out whether or not the US State Department gave Blackwater guards accused of murder immunity. As a reader, I don't know. And as reporters, neither does USA Today. My question is, who the hell is in charge here?

Yesterday, the anonymous sources were saying that State Department investigators granted immunity to the Blackwater bodyguards as part of the investigation into the shooting deaths of Iraqis last month in Baghdad. Today, another anonymous source tells CNN that the men weren't granted immunity. . .
And it only gets more confusing after that.
